Every center has a catalog, scripts, and matrices built by institutional consensus. SARA loads them before the first call. It does not bring a new procedure: it executes yours in an automated, traceable, and auditable way.

Centers already evaluate quality by sampling because they cannot keep up. SARA applies the same client rubric to 100% of calls — human and automated.

What happens when something fails
SARA cannot be a single point of failure. Degradation is always toward less autonomy.
Client's dispatch system fails
Detects unavailability, switches to the contingency channel defined by the entity, documents in a persistent queue, does not apply a closure code until processed, and on restore syncs by priority with a change log.
Telephony fails
Follows the alternate channel if possible; if not, withdraws cleanly releasing the queue to human positions without losing calls.
SARA fails
Automatic failover to bypass in under 3 seconds. The line operates as before. Active calls go to an operator with captured context. Zero lost calls.
Model degrades
High latency, degraded ASR, or falling confidence trigger conservative mode, then passive, then bypass. Never toward more autonomy.
Operating modes
The shift supervisor can put SARA in passive mode with one click, without a restart.
Each level advance requires a documented failover drill with a signed record.
Deployable in any jurisdiction
SARA does not assume an emergency number, number of agencies, or room model. Everything is configuration.
Institutional independence
Does not assume a single number, number of agencies, unified or transfer-based dispatch, or whether reception and dispatch share a room. Adapting a country is not custom development.
Language and regional variant
ASR on real telephone audio (noise, crying, shouting, overlapping speech) in the country's variant. Multiple languages in the same center and relay center when the entity offers it. Status: under validation.
